POSITION OF A CHAIRPERSON TO THE MAKUENI COUNTY CLIMATE CHANGE BOARD

Pursuant to section 7 of Makueni County Climate Change Fund Regulations, 2015 there is established a County Climate Change Fund Management Board to manage the County Climate Change Fund. Section 8 requires a Board to be constituted led by Chairperson is not a Public Officer.

Other requirements pursuant to the Constitution of Kenya are;

  1. Satisfy the Chapter six of the Constitution of Kenya on integrity
  2. Be conversant on issues of Climate Change, Mitigation and Adaptation and laws, conventions and regulations governing the Climate Change funding nationally and at County level.
  3. Be a Kenyan graduate or above preferably on issues related to finance, management or natural resource management or any related field.

He /she will be required to steer the Board in the performance of its functions which include:

  1. Approve the County Climate Change Budget;
  2. Allocate resources ,in line with the legal and constitutional requirements of equity;
  3. Mainstream climate change projects, programmes and activities in County planning and budgeting and ensure their approval and inclusion in the County Integrated Development Plan;
  4. Monitor disbursements;
  5. Oversee budget execution;
  6. Oversee implementation of Climate programmes and projects;
  7. Monitor and evaluate climate change programmes and projects; provide links between the steering committee , the County Treasury and County Assembly;
  8. Coordinate capacity building at Ward and County level;
  9. Be responsible for financing cross ward and cross County Climate Change programmes; and
  10. Mobilize funds.

The mandated powers of the board shall:

  1. Receive and consolidate project and program proposals from the WCCPC and other stakeholders.
  2. Coordinate mainstreaming of the prioritized Climate Change interventions in county planning and budgeting process.
  3. Ensure funded projects and activities are included in the County Integrated Plan.
  4. Shall prepare the annual budget that is consistent with the set resource allocation criteria under the Public Finance Management Act. The budget will include total costs of planned projects, both recurrent and capital and also for administration and supervisory services.
