Duties and responsibilities
The Board Directors shall:
- Competitively recruit the Managing Director of the Water Service Provider as per the provisions of the Act;
- Oversee the running and management of the Water Service Provider in accordance to provisions of the Act;
- Formulate policies and make rules for the day-to-day management of the Water Service Provider;
- Prepare and submit quarterly reports 14 days after the end of each quarter and an annual report to the County Executive Committee Member – Water and Sanitation;
- Carry out oversight of the Water Service Provider programs and projects;
- Prepare and approve budgets of Water Service Provider and forward to the County Executive Committee Member- Water and Sanitation;
- Formulate and submit to the County Executive Committee Member – Water and Sanitation a three-year development plan in cooperating an investment and financing plan for the provision of water services within their area of operation;
- Facilitate development, maintenance and update an inventory of all existing water schemes assets in their area of operation;
- Coordinate water supply investments and identify gaps;
- Hire and dismiss staff of the Water Service Provider;
- Facilitate capacity building of human resource;
- Liaise with other development actors, persons or bodies providing water services in their area of operations;
- Organize stakeholder forums for area water supply actors and providers;
- Advise the County Government on matters relating to water service provision in their area of operation;
- Source for funds for the operations and water infrastructure development and;
- Undertake any other activity necessary for fulfillment of any of its functions.
Qualifications
- Be a Kenyan citizen.
- Be a holder of at least a first degree from a university recognized in Kenya or its equivalent in any of the following fields:
- Accounting/Finance – candidates must be in good standing with the Institute of Certified Public Accountants should produce a letter to this effect.
- Registered Engineer – Candidates must be in good standing at the Institute of Engineers of Kenya;
- Human Resource – a practitioner in good standing with the Institute of Human Resource Management
- Law – a practicing advocate at the High Court of Kenya and in good standing at the Law Society of Kenya
- Interested candidates must have a minimum of seven (7) years working experience in the core profession of the person or have run a registered own enterprise for a minimum of seven (7) years
- Must meet the Leadership and Integrity criteria under chapter 6 of the Constitution of Kenya (2010) and meets fit and proper test criteria from WASREB

Knowledge, Skills, Qualifications and Experience required for this Role
- A Bachelor’s degree in Engineering (Civil or Water) or Finance or Economics, or Business Management, Environmental science or other Social Sciences from a recognized university
- A postgraduate qualification in Project Management or Finance management or Strategic management or Strategic Leadership will be an added advantage.
- Be registered with the relevant professional body and be a member in good standing
- Be trained in corporate governance
- Possess a minimum of Seven (7) years’ experience in management of public/private entities, three (3) of which should be in senior management. Experience in utility management will be an added advantage.
- Should have extensive knowledge and experience of the water sector and water sector reforms and laws governing water and sanitation service provision in Kenya

Excellent interpersonal and leadership skills with highly demonstrable competencies in strategy formulation and implementation, building shared vision, championing customer focus, and managing people in a multi- cultural environment

Knowledge of governance and operations of a Water and Sewerage Company will be an added advantage.

The Makueni County Water Services Act is established vide an Act of the Makueni County Assembly (Makueni Acts No. 3 of 2020) with the mandate to administer the provision of Water, Sanitation and Sewerage Services in the County and Related Purposes. In furtherance to the provisions of Section 10 (1) (a) of the Act, the Appointing Authority declares four (4) vacancies for the positions of Board of Directors for the Company
BOARD DIRECTORS OF THE WOTE WATER AND SEWERAGE COMPANY LIMITED (WOWASCO) – 4 POSTS
Terms of service: 3 year term renewable once
Remuneration: As set out by the Salaries and Remuneration Commission (SRC)
Duties and responsibilities
The Board Directors shall:
- Competitively recruit the Managing Director of County Urban Water Service Provider as per the provisions of the Act;
- Oversee the running and management of the County Urban Water Service Provider in accordance to provisions of the Act;
- Formulate policies and make rules for the day-to-day management of the County Urban Water Service Provider;
- Prepare and submit quarterly reports 14 days after the end of each quarter and an annual report to the County Executive Committee Member – Water and Sanitation;
- Carry out oversight of the County Urban Water Service Provider programs and projects;
- Prepare and approve budgets of County Urban Water Service Provider and forward to the County Executive Committee Member- Water and Sanitation;
- Formulate and submit to the County Executive Committee Member – Water and Sanitation a three-year development plan in cooperating an investment and financing plan for the provision of water services within their area of operation;
- Facilitate development, maintenance and update an inventory of all existing water schemes assets in their areas of operation;
- Coordinate water supply investments and identify gaps;
- Hire and dismiss staff of County Urban Water Service Providers;
- Facilitate capacity building of human resource;
- Liaise with other development actors, persons or bodies providing water services in their areas of operations;
- Organize stakeholder forums for area water supply actors and providers;
- Advise the County Government on matters relating to water service provision in their areas of operation;
- Source for funds for the operations and water infrastructure development and;
- Undertake any other activity necessary for fulfillment of any of its functions.
Qualifications
- Be a Kenyan citizen.
- Be a holder of at least a first degree from a university recognized in Kenya or its equivalent with relevant experience of not less than five (5) years OR a Diploma with relevant experience of not less than seven (7) years in the following fields:
