Department of Water and Sanitation
The Department is headed by the County Executive Committee Member who is the policy head of the Water and Sanitation matters in the County. The CEC member is assisted by one (1) Chief Officer in charge of Water and Sanitation.

To govern, develop, and sustain all public water supplies progressively ensuring that all County residents have access to safe, reliable, and affordable water.
Our Goals
The overall goal is to provide affordable quality water for household consumption and use in agricultural and industrial activities;
The specific goals are:
To increase access to improved water sources by reducing distance to the water sources within 2 Km;
To increase access to improved water sources through increasing connections to households and water points;
To increase access to improved water sources through improved water governance: and
To ensure improved sanitation in both rural and urban areas.
Our Functions
Functions of the department
The broad mandates for the department are: -
Increasing access to water and reducing distance to the water sources
Water catchment protection and ensuring environmental sustainability
Improving management of water utilities (water governance) and ensuring sustainability and independence of WSPs
Formulations and Implementation of relevant water legislation frameworks
Water quality control
Development/improvement of sanitation infrastructure and services
The specific functions include: -
Monitoring and supervision of all water services boards to ensure rational and equitable allocation of water resources;
Resource mobilization for the management, reservation, conservation, protection and allocation water;
Water resources database, organization and dissemination;
Ground water recharge;
Water quality monitoring, testing and surveillance to ensure compliance with drinking water standards and other standards for various water uses and effluent discharges into public sewers and the environment;
Provision of support to water institutions;
Co-ordinate feasibility studies, Surveys, Planning and design of dams, boreholes, water pipeline extensions and major rehabilitation/upgrading;
Mapping out the County’s Water Resources;
Ensuring all rural water schemes are operational;
Assessment and capacity building of departmental staff and community members;
Water quality control;
Coordination of drilling activities and checking on the adherence to specifications and standards of all boreholes in the County
Promotion of water harvesting
Maintenance of inventory and state of county government property
Carrying out feasibility studies to determine the most cost effective means of providing sewerage infrastructure;
Planning and designing sewerage infrastructures;
Overseeing the development and construction of waste water disposal systems;
Monitoring and evaluating sewerage programmes and projects;
Ensuring professional standards and undertaking quality control during construction of sewerage infrastructure;
Compiling the contract documents for tendering of sewerage systems;
Operationalization of legal frameworks;
Provide technical support in planning, design, management, and implementation of Water Governance activities
Undertake routine monitoring and evaluation of ongoing Water Governance activities to track progress, document lessons, and assess their impacts on livelihoods of target communities
Collaborate with other development actors on matters related to the departmental mandates
