The 8th Devolution Conference commenced in a grand ceremony on Wednesday, drawing over 10,000 delegates from across the country.
Makueni Governor Mutula Kilonzo Jr and his Deputy, Lucy Mulili, were among the prominent attendees at this biennial event, which marked the 10-year milestone of Kenya’s devolution journey with Makueni, a leader in Devolution and Development taking a cantre-stage.
The event, held under the theme “10 Years of Devolution: The Present and The Future,” aimed to reflect on the progress achieved over the past decade and discuss strategies for a more prosperous and equitable future.
President William Ruto graced the conference as the chief guest, emphasizing the importance of devolution in advancing the nation’s growth and development.
The conference featured various sessions and discussions on topics ranging from healthcare and education to infrastructure, performance contracting in public service and economic empowerment.
On the side-lines, Governor Mutula said the conference should emphasise on what has not been done in the past 10 years, and going forward what the people needs are.
“The gains of devolutions need to be celebrated. However, although there is no delay in realising funds to counties but I want the national government to ensure there is increase in funds to counties,” said Governor Mutula
During the day’s official opening of the conference, the president together with Council of Governor’s chair, Anne Waiguru, and Governor Mutula Kilonzo Jnr, the Council of Governors (COG) Legal, Constitutional Affairs, and Intergovernmental Relations Committee chair, launched the devolution book and joint County Bankable Investment Book.

Tell us in advance when government is facing cash crunch: Kibwana

Governors now want the national treasury to give clear and prior information regarding delays in disbursement of cash for counties to stop anticipatory budgeting.Makueni Governor Prof Kivutha Kibwana warned that unreliable cash releases has forced many counties to abandon projects after failing to honour promises to suppliers and contractors following lengthy delays in disbursement of county allocations by the Treasury.

Prof Kibwana who was speaking at the inaugural retreat of the Senate Standing Committee on Justice, Legal Affairs and Human Rights  in Malindi said that counties need to know the actual cash release schedules to enable them to plan how to roll out their programs.

The governor urged the senate to intervene over the delays which he said had paralyzed many counties’ programs leaving many peripheral governments fighting legal battles with contractors.

“I have advised that there should be a candid discussion every time the National Government faces a financial shortfall so that counties don’t budget in anticipation for money that will not come,” Prof Kibwana told Senators at the Ocean Beach Resort in Malindi.

The governor who made a presentation on safeguarding constitutionalism in the implementation of devolution also urged the senate to harmonize their mandate so that counties are not forced into situations where they have to face two parallel inquiries from the senate and county assemblies on the same matter sometimes with conflicting verdicts.

“Though am not complaining as a person it would have been better if the senate came up with an harmonized understanding on how to do oversight. So that governors do not have to face same inquiries at the Senate and at the County assemblies-sometimes ending up with clashing resolutions,” Prof Kibwana noted.

He further told the Senators who also included Speaker Kenneth Lusaka that governors had asked to have an inquiry on county finances for which they had been summoned to appear from next week postponed to give them time to conclude similar processes already underway at the county assemblies.

“We have been asked to appear in the Senate over audit queries from Monday. I personally have no problem with that. But the council of governors has requested that you postpone it to allow us clear with county assemblies who have also summoned governors over the same,” the Governor said.

The governor said that usurping of functions already devolved and neglect of others that should be undertaken by the national government was a major crisis at the county level.

“Sometimes the national government is holding on to functions that should be done by counties but counties are also forced to step in sometimes initiating projects that should be undertaken by national government like coming up with scholarships and the rest,” he said.

The governor who represented the Council of Governors at the retreat also said that the release of equalization fund which was meant for poor counties was delayed under the first devolution regime and called for intervention of the senate to ensure timely releases.

Prof Kibwana also urged the senate to support calls for the release of more funds to the counties adding that the 15 percent allocation so far which has accumulated to over 1 trillion shillings for the last five years was not enough.

Mr Lusaka said that the Senate will support governors adding that though the first senate may have failed in achieving its mandate when Senators locked themselves up in sibling rivalry battles with governors the second senate is changing the game.

“We are not here to frustrate the governors. We will facilitate them to ensure devolution works,” said Mr Lusaka himself a former governor.

He said that the Senate will as from July initiate a rotational assembly scheduling of its sessions which will be hosted by various counties starting with Uasingishu in July.

“We are going to hold our assemblies at the counties. This will be rotational and we will start from July, “he said.

He also promised to ensure that senate works on the clarity on its roles and that of the county assemblies to eliminate duplication of roles.

Justice Jactone Ojwang who attended the retreat to represent the Chief Justice  admitted that the judiciary had in certain cases gone overboard in making some rulings adding that it is not the work of the courts to fetch for cases.

TECHNICAL TRAINING INSTITUTES IN MAKUENI COUNTY SHOWCASE THEIR SKILLS, INNOVATIONS.

The first vocational training centres’ skills exhibition in Makueni County was held in Emali on Thursday at an event presided over by Governor Mutula Kilonzo Jr. Hundreds of residents, trainers and students from technical schools converged at Springhill Kwakakulu CTTI for the event. Trainees from various technical institutes showcased their talent and innovations. They included masonry, tailoring, solar installation and motor mechanics among others.

Speaking at the first vocational training exhibition in Emali, Governor Mutula Kilonzo Jr. described the event as a significant step towards empowering the youth. He emphasized the County’s commitment to supporting technical institutes with necessary resources and infrastructure, ensuring they are fully functional and well-equipped.

The Governor highlighted the importance of nurturing young people’s skills to improve their employability and announced upcoming plans to equip training centers across the county and ensure timely funding. He also addressed the need to facilitate land title acquisition for the people of Kinyoo, demonstrating a broader commitment to community development.

County Commissioner Henry Wafula praised the collaborative efforts between his office and the County Government, promising to make Makueni the safest county in Kenya. He assured residents that any issues, particularly delays in issuing IDs, would be resolved swiftly through local chiefs.

Department of ICT, Education & Internship ECM, Elizabeth Muli, said the County aims at transforming vocational training to empower its youth with practical skills.

Those who attended included County Commissioner Henry Wafula, top County officials and MCAs Francis Mulwa, Mtito Andei, Jonathan Muthoka, Ilima, Cosmas Mutunga, Emali/Mulala, Musau Kavai, Kasikeu and nominated members Jane Mwanthi, Elizabeth Mutindi and Serah Mbilo.

TEACHERS IN MAKUENI EMPOWERED FOR A STRONG FOUNDATION IN EARLY LEARNING

A new chapter in early childhood education has begun in Makueni as 400 teachers from Kilome, Kibwezi West, and Kibwezi East gathered at Kibwezi Teachers Training College for a transformative capacity building workshop. This bold step, spearheaded by the County Government of Makueni in partnership with UNICEF, reflects a major investment in shaping the future of young learners.

The workshop comes hot on the heels of a historic achievement—Governor Mutula Kilonzo Jr’s confirmation of all 959 participating teachers into permanent and pensionable terms. This landmark decision underscores the County’s strong commitment to the dignity, welfare, and professional growth of educators.

Under the theme “Retooling for Efficient Curriculum Implementation and Improved Caregiving,” the training aims to sharpen teachers’ skills in modern pedagogy, promote nurturing care, and enhance effective delivery of the Competency-Based Curriculum (CBC).

The event was graced by key leaders including Deputy Governor H.E. Lucy Mulili, CECM ICT, Education and Internship Elizabeth Muli, CECM Devolution Nicholas Nzioka, UNICEF Kenya’s Jane Kariuki, KasaMBA Kiilu, Governor’s Political Advisor, and Chief Officer Irene Makau, among others.

Makueni County proudly becomes the first in Kenya to host a retooling workshop of this scale—further solidifying its place as a trailblazer in early learning development. Leaders and partners hailed Governor Mutula’s visionary leadership in making early childhood education a top priority.

The County has also inked a strategic partnership with UNICEF to drive impactful programs in health and nutrition, school feeding, digital learning, kitchen gardens, and social protection—all geared towards holistic child development.

This workshop is more than just training—it’s a movement to build a strong, nurturing foundation for Kenya’s future.

TAWA HOSPITAL PERFORMS FIRST C-SECTION AFTER EQUIPMENT UPGRADE

Residents of Tawa and its surrounding areas can now breathe a sigh of relief following the installation of a new anaesthesia machine at Tawa Sub County Hospital by the county government.

The modern equipment was procured after the hospital’s previous machine broke down, a setback that had limited the facility’s capacity to handle critical procedures.

Its impact was felt almost immediately. On Sunday, doctors at the hospital conducted their first successful caesarean section since the installation, marking a major milestone for the facility.

Health Services Chief Officer Dr. Harvey Mulei said the upgrade has significantly eased healthcare delivery in the region, noting that patients in need of specialised services will no longer be forced to travel long distances to the county referral hospital.

TANATHI TO ROLL OUT MAJOR WATER UPGRADE IN MAKUENI COUNTY

Tanathi Water Works Development Agency will soon roll out Phase 3 of the Wote Augmentation Project aimed at improving water supply in the County.

The project will feature the solarization of the Makueni Boys School and Kamunyolo Community Water Schemes, solar equipping of Mwaani Borehole No. 4, laying of a 13.5 kilometre pipeline and the supply of two motorbikes and bulk water meters to Wote Water & Sanitation Company (WOWASCO.)

Speaking when he paid a courtesy call on Governor Mutula Kilonzo Jr, on Wednesday, General Manager, Eng. Francis Siva said the new phase will also include drilling and equipping new boreholes at Makindu Town Community – Railways, St. Paul’s Kyaume Primary School, Makindu ABC Primary School and within the Mavivye and Kemuama communities.

The MD confirmed that the procurement process has been finalized and that construction works are expected to be completed within six months, with the launch of the Wote Water Project scheduled before mid-July.

The Governor, reiterated his administration’s strong commitment to supporting efforts to improve access to clean and reliable water for the people of Makueni. CECM, Water, Eng. John Kieti also attended the meeting.

Talking Development

Governor Kivutha Kibwana and his Deputy Adelina Mwau on Wednesday 7/2/2018 held a fruitful discussion with officials of Kenya National Highways Authority (KeNHA) and Bechtel International over the planned implementation of the Nairobi-Mombasa way.
Besides briefing the Governor on the stakeholders engagement plan, several issues affecting Makueni residents were discussed and an action plan drawn to ensure compliance with the Social and Environmental Impact Assessment report.
Key among these include:
  • Compensation for loss of land and Resettlement policy
  • Resources utilization and compensation
  • Economic opportunities and survival of the towns along the highway.
  • Corporate Social Responsibility plan
  • Employment opportunities for locals/Subcontracts.
  • Public Participation for all stakeholders.
The contractor, Bechtel Corporation, has agreed to do water pans, bore holes, Technical training of local labour as well as skill development for their suppliers. The express highway will avoid towns along its trajectory but all the towns will have linkways to the highway, ensuring quick movement of goods and services.
