Directorate of County Administration and Enforcement

Mandate

The directorate is responsible for enhancing effective coordination of county government functions and enforcement of the rule of law in the county.

To create an enabling environment for county’s growth and prosperity through effective coordination of county government functions, liaison and enforcement services

Functions

The functions of the directorate are to:

  1. Development of policies and plans for effective coordination of county government functions and enforcement services
  2. The provision and maintenance of infrastructure and facilities of Public Service
  3. Coordination of the Exercise of any function and powers delegated by the County Public Service Board under Section 86 of the County Governments Act 2012
  4. Coordination of the management and supervision of the general administrative functions
  5. Ensure effective service delivery reporting
  6. Ensure security of County Government property, assets, facilities and inventory;
  7. Articulation and implementation of policies on alcohol, drugs and substance abuse
  8. Leadership in county delegated committees including liquor committees, revenue committees and forums;
  9. Coordination of project implementation
  10. Devolved public service management and coordination at the sub counties, wards and villages
  11. Ensure compliance with the National Values and Principles of good governance as outlined in Article 10 and 232 of the constitution of Kenya.
  12. Enhance alternative dispute resolution mechanisms
  13. Liaison with the national government at the devolved units

The directorate of County Administration and Enforcement is further divided into three key units

  1. County administration coordination unit
  2. County Enforcement and Compliance Unit

County Administration Coordination Unit  

Functions of the Unit includes:

  1. Initiation, formulation, dissemination and implementation of county government policies, plans and programs;
  2. Co-ordination of efficient and effective provision of sub-county public service and administrative services;
  3. Co-ordination of activities on community empowerment and participation in development affairs of the county;
  4. Mobilization of disaster management and emergency response in liaison with the national government and other stakeholders;
  5. endurance of prudent utilization of county resources;
  6. Provision and maintenance of infrastructure and facilities of public services;
  7. Facilitation and coordination of citizen participation in the development of policies and plans and delivery of services;
  8. Coordination of county and state functions in collaboration with relevant stakeholders;
  9. Ensure security of county government property, assets, facilities and inventory;
  10. Articulation and implementation of policies on alcohol, drugs and substance abuse;
  11. Coordination of project implementation; and handling of dispute resolution.

  1. Field Administration Coordination Division
  2. Departmental Administration Coordination Division

County Enforcement and Compliance Unit

  Functions of the Unit includes:

  1. Formulate and implement policies, regulations and procedures on enforcement of county laws;
  2. Guard county government institutions and installations;
  3. Execute all orders and warrants lawfully issued to county law breakers;
  4. Ensure preservation of order and sanity in markets, bus parks, recreational parks and other commercial premises;
  5. Ensure orderly parking and traffic management in county town centres;
  6. Undertake investigations and prosecution of county law breakers;
  7. Apprehend offenders of county laws;
  8. Provide security for VIPs and County government functions;
  9. Enforce county spatial and development plans and other relevant Acts.

Directorate of Public Participation and Civic Education (Community Development)

Mandate

The directorate is responsible for providing leadership, coordination and management in the facilitation of public participation across departments; Enhancing devolution capacities and good governance for a working devolution; civic knowledge and competency development; coordinating research, documentation and knowledge management in the county.

 Functions

The functions of the directorate are to:

  1. Facilitate the integration of the objects, values and principles of devolution in the county’s development processes;
  2. Enhance integration and implementation of socio- economic and political rights in county’s service delivery;
  3. Support county departments and communities in integrating community development theory in the implementation of devolved functions;
  4. Enhance self-governance, community resilience, community led development and local development organizing;
  5. Devolution support and acceleration programs’ coordination;
  6. County Social safeguard mechanisms;
  7. Establishment of frameworks, structures and harmonization of public participation and civic education function across departments;
  8. Facilitate public participation in planning, budgeting, implementation and citizen oversight throughout the development processes (participatory development);
  9. Promote citizen participation in the exercise of their rights, management of their own affairs and furtherance of their development;
  10. Enhancing community ownership, project management and sustainability mechanisms;
  11. Enhance good governance and sustainability of projects handed over to communities and community groups in close collaboration with the lead
  12. departments and development partners;
  13. Coordination and management of livelihood guarantee policy, programs and projects;
  14. Research & development, Innovation and knowledge management for a working devolution;
  15. Civic education and support to civil society groups;
  16. Grievance redress and community feedback mechanisms;
  17. Promote open government partnership (OGP);
  18. Develop and operationalize the County School for Devolution and Community Led Development;

The directorate of public participation and Civic Education (Community Development) further divided into four key units

  1. Participatory development Coordination Unit
  2. Civic Education Unit
  3. Community Led Development Unit
  4. Research, Documentation and Knowledge Management Unit

Each of the units is explained below:

Participatory Development Coordination Unit

Functions of the Unit includes:

  1. Coordination of the formulation of public participation policies, standards, guidelines on operating procedures and programs;
  2. Technical support to departments, county stakeholders and communities on public participation in development methodologies, approaches and good governance for transformational devolution;
  3. Enhance integration and implementation of socio- economic and political rights in county’s service delivery;
  4. Promote citizen participation in the exercise of their rights, management of their own affairs and furtherance of their development;
  5. Facilitate public participation in planning, budgeting, implementation and citizen oversight throughout the development processes (participatory development);
  6. Supporting County policy formulation, County planning and County budgeting and implementation for enhanced the participatory development trajectory, effective devolution and sustainable development;
  7. Establishment, operationalization and capacity building of participatory development structures (development committees, Project Management Committees, Project Sustainability Committees and community sector groups);
  8. Enhancing community ownership, project management and sustainability mechanisms;
  9. Enhance good governance and sustainability of projects handed over to communities and community groups in close collaboration with the lead departments and development partners;
  10. Animation of participatory development process including participatory planning, participatory budgeting and participatory monitoring, social accountability, vetting of public servants and services;
  11. Facilitate public participation data collection and analysis;
  12. Enhance community feedback mechanisms and grievance redress mechanisms;
  13. Stakeholder mapping, management, engagement and coordination;
  14. Development of tools and methodologies for effective public participation including participatory Rural Appraisal, Participatory Poverty Assessments and Participatory Action Learning;
  15. Enhancing open governance, social accountability and transparency mechanisms;
  16. Continuous consolidation and profiling of development needs, issues and consideration to inform the village, cluster and sub ward development needs, issues and development considerations; and
  17. County Social safeguard mechanisms

Civic Education Unit

Functions of the Unit includes:

  1. Formulation and implementation of civic education curricula, strategies and programmes;
  2. Articulation of the constitution of Kenya, 2010; devolution policy and related legal frameworks operationalizing County governments, rights and responsibilities of citizens to communities;
  3. Articulating to the communities the government’s agenda, plans and strategies;
  4. Undertaking civic education needs assessment;
  5. Plan and undertake civic education fora, campaigns and dialogues;
  6. Mapping and accreditation of stakeholders in civic education and capacity building of the civil society in the county;
  7. Harmonization of civic education across departments, non-state actors and the civil society movements;
  8. Support to civil society groups; and
  9. County printing services

Community Led Development Unit

Functions of the Unit includes:

  1. Formulation and implementation of community led development policies, frameworks and guidelines;
  2. Establishment and management of the County school of Devolution and Community Led Development
  3. Support county departments and communities in integrating community development theory in the implementation of devolved functions;
  4. Enhance self-governance, community resilience, community led development and local development organizing;
  5. Support to Community led development implementing departments, non-state actor and development agencies;
  6. Assisting communities to ensure effective and sustainable community development and localization of SDGs for communities as agents of the Agenda 2030;
  7. Strengthening Community Action Planning, Community Development Planning and Community Driven Development implementation;
  8. Create linkages between communities, development partners and relevance stakeholders for improved Community Led Development and Local Development Organizing;
  9. Facilitate linkage between Community Action Plans with plans and strategies for the County and National governments, Sectoral plans and Non-State Actors strategies;
  10. Capacity building of communities on identifying poverty alleviation opportunities,
  11. working with different stakeholders at community level and championing the exercise of their sovereignty;
  12.  Assisting communities to mobilize and manage resources to support their priorities, networking and partnership building; and
  13.  Establishment and operationalization of the County Caucus of community development.

Research, Documentation and Knowledge Management Unit

Functions of the Unit includes:

  1. Formulation and implementation of research, documentation and knowledge management policies, frameworks, guidelines, programs and projects;
  2. Establishment and management of the County centre for research, documentation and knowledge management;
  3. Lead in the identifying, collection, storage, management and making available relevant, quality and up-to-date knowledge assets and information related devolved service delivery
  4. Enhance devolution knowledge-sharing culture, sharing and learning
  5. Provide an efficient and effective library and information services that meet the information needs of the county departments and stakeholders;
  6. Provide exceptional research administrative services for bench marking teams, researchers and research institutions learning from the county’s context
  7. Facilitate value addition for community led research, developing research projects, data, monitoring and knowledge management initiatives
  8. Establishment and operationalization of community resource centres to enhance access to information and knowledge management mechanisms for transformational devolution
  9. Devolution and governance capacity strengthening program coordination
  10. Enhance partnerships, collaborations and networking with research, library and knowledge management entities

Directorate of Liquor Licencing and Control

Mandate

The directorate of liquor licensing and control is a unit under the county department of Devolution, Public participation, County Administration and Special Programs as per the Executive Order No. 1 of January, 2023. It is responsible for liquor licensing and control at the county level.

A County free from alcohol and drug abuse with greater revenue generation

Mission Statement

To coordinate and manage a multi-sectoral approach in liquor licensing and control at the county level

Functions

The functions of the directorate are to:

  1. Coordinate inspection and licensing of all alcoholic drinks outlets in collaboration with Sub-County Committees.
  2. Develop in collaboration with other county and national government departments strategies and plans for implementing the Makueni Alcoholic Drinks Control Act,2014 and control of alcohol abuse and any other relevant national legislation and coordinate and support their implementation;
  3. Advise the executive member generally and in particular on county policy and laws to be adopted in regard to the production, manufacture, sale and consumption of alcoholic drinks;
  4. In collaboration with other relevant county departments, prepare and submit an alcoholic drinks status report bi-annually in the prescribed manner to the Executive Member, which shall be transmitted to the county executive committee, county assembly and the Board;
  5. Recommend to the Executive Member and participate in the formulation of laws and regulations related to alcoholic drinks;
  6. Monitoring and evaluating the implementation of the Act including the operations of the Sub-County Committees and advising the Executive Member on the necessary measures to be adopted;
  7. Carry out such other roles necessary for the implementation of the objects and purpose of this Act and perform such other functions as May, from time to time, be assigned by the executive member.
  8. Perform secretarial services to the Alcoholic Control board.

The directorate of liquor licensing and control is further divided into four key units

  2. Rehabilitation and psychosocial support Unit

Each of the units is explained below:

Licensing and alcoholic drinks control Unit 

Functions of the Unit includes:

Rehabilitation and Psychosocial Support Unit

The functions of rehabilitation and psychosocial support Unit includes:

  1. Facilitate and promote in collaboration with other county and national government institutions the establishment of treatment and rehabilitation facilities and programmes;
  2. Carry out public education on alcoholic drinks control in the county directly and in collaboration with other public or private bodies and institutions;
  3. Facilitate citizen participation in matters related to alcoholic drinks control in accordance to framework for citizen participation established under the County Governments Act, the Urban Areas and Cities Act or any other relevant written law; and
  4. Carry out research directly or in collaboration with the county department of social services and other institutions and serve as the repository of data and statistics related to alcoholic drinks control;

Directorate of Special Programs and Emergency Services

Mandate

The directorate is responsible for providing leadership, coordination, management and carrying out disaster risk reduction strategies, firefighting, rescue operation, safety training, fire investigation and accident/road related emergency ambulance services. The directorate is also mandated to ensure relief and rehabilitation assistance to drought stricken zones of the county and coordination of stakeholders humanitarian support in form of food and non-food items.

To effectively prepare for and respond to disasters and emergencies, manage recovery and mitigation efforts in the county in collaboration with other stakeholders in order to save lives, minimize loss of property and to protect the environment.

 Functions

The functions of the directorate are to:

  1. Risk Reduction and Preparedness
  2. The Risk Reduction and Preparedness Function involves:
  3. Coordination of the formulation of disaster management policies and programmes on risk reduction and preparedness, response, relief and recovery and mitigation;
  4. Development of standards and guidelines on operating procedures for disaster management;
  5. Development of disaster early warning systems in the county;
  6. Plan, coordination and implementation of disaster reduction strategies and programmes;
  7. Maintenance of risk reduction and preparedness data;
  8. Provision of training, advocacy and education of the community in the county on disaster risk reduction and preparedness;
  9. Coordination of risk reduction actors;
  10. Analysis of information on impending disasters and initiation of action to reduce risks

The directorate of Special Programs and Emergency Services is further divided into four key units

  1. Fire Services Unit
  2. Relief and Rehabilitation Unit

Each of the units is explained below:

Fire Services Unit

Functions of the Unit includes:

  1. Fire prevention, protection and firefighting;
  2. Fire investigation;
  3. Carrying out rescue operations in case of fire or related disasters;
  4. Providing advice on appropriate firefighting equipment; and inspection of fire appliances and equipment;
  5. Assessing fire hazards and risks and
  6. Ensuring availability of emergency exits and adequacy of means of escape in public buildings; conducting fire demonstrations, drills and lectures; liaison with county departments, and other stakeholders; and
  7. Preparing fire evacuation orders.

Relief and Rehabilitation Unit

Functions of the Unit includes:

  1. Establishment, planning, coordination and implementation of relief and rehabilitation programs/projects and emergency response activities in the county;
  2. Managing of Strategic Food Reserves (SFR) and non-food reserves;
  3. Coordination and management of resource mobilization for relief and recovery, relief operations, disaster recovery and rehabilitation programs;
  4. Management of disaster early recovery operations;
  5. Coordination of resource mobilization for response, relief and recovery;
  6. Management of relief food and non-food items;
  7. Preparation and updating inventory on disaster management resources;
  8. Monitoring, evaluation and reporting on disaster occurrences
