Today, the Department of ICT, Education and Internship gathered at Makueni Integrated Vocational Empowerment Center (MIVEC) to review progress for 2024 and plan for 2025.
The meeting, themed “2024 Progress and Performance Review and Planning for 2025,” reflected on the county’s key achievements and outlined strategies for continued growth.
A highlight of 2024 was the Skills Exhibition on 19th September at Kwa Kakulu CTTI, which showcased student and artisan talents while fostering partnerships to advance vocational training.
Additionally, 61 chairpersons were appointed to oversee the County Technical and Vocational Training Institutes (CTTIs), strengthening governance and service delivery at the grassroots level.
Seven Managers were recognized for their outstanding performance in 2024 and the focus for 2025 will be on enhancing skills, improving governance and empowering Makueni’s youth to drive economic growth.
The ceremony was officiated by Elizabeth Muli, CECM for ICT, Education and Internship alongside Dr. Justin Kyambi, County Secretary and Head of Public Service and Irene Makau, the Chief Officer.
Enhanced Own-Source Revenue (OSR) is vital for improving local services and development. It allows the county to fund key projects like healthcare, education, and infrastructure independently, leading to better, more timely initiatives that meet local needs.
Higher OSR also boosts the county’s financial autonomy, promoting sustainable growth and reducing reliance on national funding.

Financial Services ECM Damaris Kavoi has praised revenue officers for achieving the Ksh. 1 billion own-source collection target in the 2023/2024 financial year.
Speaking at ACK Salama, Kavoi met with the officers and pledged to offer more training and improve their welfare. She attributed the achievement to enhanced client relations, which made revenue collection more humane. Kavoi also expressed gratitude to the citizens of Makueni for willingly paying their taxes and fees.
Governor Mutula Kilonzo Jr. had earlier acknowledged the contributions of the business community to this success. As a gesture of appreciation, he granted them a one-day tax amnesty on Friday, July 5th.

During the introductory meeting between the Government of Makueni County and Development Partners working in the county, the following resolutions were agreed upon;
1. The county government will establish a County Development Partners Caucus to facilitate periodic engagement between the county government and the development partners.
2. The county government will work to strengthen the Sector Working Groups and establish Development Partners Sector Working Groups and ensure development partners working in the respective sectors engage periodically
3. That the there is need to enhance the capacity of the County Assembly on the policy making process and setting legislative agenda since the development outcomes will be impacted by the policy and legislative agenda in place.
4. The county government will work with the development partners to develop joint project proposals for fundraising.
5. The county government and the development partners will work together in the preparation of the third generation of the County Integrated Development Plan (CIDP 2023 -27) and integrate the development partner’s priorities in the county development agenda.
6. The county government will establish cost-sharing and sustainability mechanisms to ensure initiatives by development partners are sustainable after phasing off.
7. The county government commits to support and reengineer the cooperative movement as a vehicle for socio-economic transformation through forward and backward linkages in various sectors.
8. The county government will work with the development partners to strengthen devolution to ensure further decentralization of services to the lowest level and deepening community public participation model.
The second round of public participation forums began Tuesday across the county, drawing large crowds to ward-level meetings aimed at harmonising sub-ward proposals into unified ward development priorities.
In Kisau Kiteta Ward, more than 200 residents gathered for the day-long session, where they consolidated projects valued at KSh 33 million. Similar exercises are underway in all wards, with the engagements scheduled to run through Thursday.
Finance CECM Damaris Kavoi, who attended the Kisau Kiteta forum, praised the strong turnout, noting the active involvement of retired civil servants. She described their participation as a demonstration that citizens remain vital contributors to local development even after leaving public service.
Kavoi also commended residents for consistently ensuring that the voices of persons living with disabilities are included in the discussions, saying inclusive participation is key to equitable budgeting.
She further lauded Public Management Committees for their continued oversight of county projects and encouraged residents to utilise services offered by extension officers and other county staff stationed in the wards.
Participants in the ward, additionally prioritised development needs for Mbooni Kee Municipality.
Ward forums continue Wednesday, with special interest group sessions scheduled for Thursday. The Youth Public Participation forum will be held from 7:30 p.m. to 9:30 p.m., while the Diaspora forum is slated for 6:00 p.m. to 8:00 p.m., both via Zoom.
