Memorandum to the Building Bridges Initiative (BBI) – Kitui

MEMORANDUM TO THE BUILDING BRIDGES INITIATIVE (BBI)

PRESENTED TO:

THE BBI FORUM IN KITUI

CITIZENS / LEADERS OF THE THREE SOUTH EASTERN COUNTIES OF KITUI MAKUENI AND MACHAKOS

1ST FEBRUARY 2020

Recognizing the opportunity under the umbrella of BBI, the people of the South Eastern Region of Kenya (Kitui, Machakos and Makueni counties), have held BBI consultation forums in January 2020.

Having critically analyzed the priority economic, social and political development needs of the people of the three south eastern counties we declare our unequivocal support for BBI, and propose the following recommendations for inclusion in the final report:

Our Recommendations

We recommend the following

1. On Shared Prosperity

1.1 Crop development master plan that promotes value addition, contracted farmer schemes, horticulture including fruit processing and secures farmers during buffer harvest. The government should review the National Strategic Food Reserve to include crops from our Region, especially Ndengu.

1.2 The enormous mineral wealth (iron ore, lime, coal, gem-stones and other minerals) found in the region be sustainably exploited, and value addition mechanisms established within the region. For example, limestone that is found in the region should be processed within the region.

1.3 Konza techno-city be fully operationalized in order to create jobs and an environment for digital innovation for many unemployed people within the region and beyond. Similarly, the Kenya Advanced Institute of Science and Technology, the digital media city and the national data centre located in Konza be fast tracked.

1.4 The Region be earmarked for industrialization due to availability of land, conducive weather for solar energy production and proximity to the capital city, with the SGR and Nairobi –Mombasa highway passing through it. The national government to work with the counties in providing the necessary infrastructure for investment and creating a conducive environment for cottage industries and jua kali sector. Industrial parks and special economic zones should be establishment within the Region.

1. 5 Increase domestic, livestock and irrigation water coverage currently below 40% to spur socio-economic transformation and industrialization. The stalled projects especially Grand Falls dam, Thwake dam and Wikithuki Irrigation Scheme, Wote Leather factory and Makueni government residential houses should be completed without further delay and many other such similar flagship programs initiated by the National Government.

1.6 The three counties having prioritized their Spatial Plans and ready to work with the business community in key development areas. To achieve this, the national government should facilitate county governments to exploit the public private partnership mechanism to spur speedy economic growth to enhance job and wealth creation especially among the youth.

1.7 The Kenya Investment Authority should work closely with the counties to identify both domestic and international investment opportunities and thereby grow the private sector within counties.

1.8 Both the national and county government to facilitate private sector at the county level organize itself through the formation of an association to give them a voice on matters of private sector development. This association should work with other similar players.

1.9 Electricity connectivity be increased to cover our entire Region bearing in mind that over 60% of the Hydro-power production is from Lower Eastern Region.

1.10 While we support strengthening of the regional economic blocs, the Constitution and the PFM Act should be reviewed to fully and legally operationalize them.

1.11 Our people living adjacent to the National Park should be protected from human-wildlife conflict. Revenue sharing from such parks should legally enforced.

1.12 Programmed infrastructural development (roads, tarmacking, sewer lines) through a clear national resource allocation formula that guarantees equity and fairness

2. On Health:

2.1 There be a clear system and framework of standards to categorize health institutions which give counties guidance in upgrading existing facilities. This will include every county establishing fully fledged level 5 hospitals.

2.2 The KEMSA Act amendments which were recently passed by the National Assembly compelling counties to exclusively procure their pharmaceutical and non-pharmaceuticals from KEMSA, works against the letter and spirit of devolution and must be revoked. Counties be allowed to procure the above competitively from qualified suppliers.

2.3 Expand Universal health care to include home-based care to make it possible for the elderly and the critically ill to access health care, and this should be covered by insurance.

2.4 The counties be supported to set up specialized units especially cancer screening and treatment across the country in order to make specialized treatment accessible to all citizens.

3. On Land

3.1 A Constitutional Commission on boundaries be established with a mandate to settle boundary questions within a maximum of five years.

3.2 Once any lease expires, the County Government must determine the renewal or reallocation of such land.

3.3 All public land must be repossessed within a maximum of five years.

3.4 Within a maximum of five years all land should have been surveyed and titles issued to land owners.

4. On Political Front

4.1 We support powerful Prime Minister and expansion of the Executive to include two Deputy Prime Ministers and engender the top seats where opposite gender is either head or deputy.

4.2 Make Senate the Upper house to strengthen devolution.

4.3 Cabinet Ministers to be appointed from both the elected and non-elected citizen at both the National and County Government levels.

4.4 Counties that are big to be divided to enhance service delivery. We propose carving out Mwingi County from Kitui County.

5. On Enhancing Devolution:

5.1 Allocation to counties be increased to 35% – 50% of the current annual budget.

5.2 Facilitate establishment of county courts to enhance revenue collection and compliance to County laws.

5.3 PFM Act to be reviewed to allow County governments to directly negotiate and receive development support from development partners and well wishers.

5.4 SAGAS based at the National Government level but implementing other programs and projects at the devolved level, including National Irrigation Board, National Cereals and Produce Board, Regional Development Authorities, Kenya Urban Roads Authority, Kenya National Roads Authority etc., be dissolved and their responsibilities and resources devolved.

6. On Inclusivity

6.1 The National Youth Service should have chapters in the Counties to serve youth who opt to go for technical training and skills development.

6.2 Establishment of a Youth Centre in every sub-county.

6.3 Establishment of a special unit, to be known as “The Peace Corps of Kenya” (Similar to VSO of Britain or Peace Corps of US), primarily focusing on graduate youth for skills acquisition (and especially within the Country, the African Continent and internationally). Such youths will be deployed for a maximum of one year, with their monthly stipend and expenses being paid from the exchequer.

6.4 One National Lottery should be established to among other things support:

6.5 A Challenge fund for youth innovation;
Talent and sports amongst the youth;
Rehabilitation of youth affected by substance alcohol abuse.

6.5 There be an elective position for Youth representative at both national and devolved level and ensure inclusion in every 3 people employed 1 should be youth.

6.6 Rights of persons living with disabilities especially in relation to construction industry, public transport, and social amenities among others be ring enhanced.

6.7 The state should fast track the self-regulation rules being developed by the religious sector so as to facilitate due registration.

6.8 The Government should uniformly roll out Alternative dispute resolution mechanisms that incorporates the councils of elders and religious institutions

7 On Environment:

7.1 The National and County Governments should come up with Policies, Strategies, activities and Incentives which promote the culture of a green economy;

7.2 The one square kilometer solar firm concept and other innovative clean energy initiatives at the devolved level be initiated, supported and profiled and complete with incentives in order to spur industrialization, cottage industries for youth and women employment.

7.3 Pollution of our environmental and our rivers (especially Athi River) has become a major source of cancer and other serious ailments. Very stiff penalties be introduced against polluters with the fines directly channeled towards remedy of the effects of the pollution in the affected areas.

Conclusion

The people of the three Counties fully support the letter and spirit of BBI and will whole heartedly vote for its adoption once a referendum on the same is brought forth.

Meeting with Rural Electrification Corporation to light Makueni

On Friday Governor Mutula Kilonzo Jnr held a meeting with the CEO of the Rural Electrification & Renewable Energy Corporation (REREC), Peter Mbugua and his team members in charge of design, Installation, business development and renewable energy at the KAWI headquarters.
Since last year, REREC is undertaking 13 projects under matching grants program which are expected to be completed by January next year.
There is also additional funding that has been directed to 57 projects since 2019 targeting public facilities which will also be completed in 2023. The National Government has also funded 81 projects in Makueni County to the tune of Sh. 250 million. Some of them are nearing completion and will be commissioned by the CEO and H.E the Governor soon after completion.
During the meeting, it was agreed that there is need for better collaboration and communication about suitability of projects, design, location, implementation and involvement of residents in providing labour.
The meeting was also attended by the officer in charge of Eastern region who has been leading electrification work in Makueni. There will be further engagement on the creation of a renewable energy centre in Makueni.

Meet Governor Mutula with his basket of goodies for Mtito-Andei as he tours the region

Mtito-Andei ward residents have something to smile about as the governor opens to the public a Community Information Center (CIC) and a County Technical Institute in Mtito Andei Town. H.E has at the same Township through Faith Kenya Mission commissioned a water point that is housing a library. The aim of the library, a vision borne by Tomi Dobbs, a 10-year-old girl is to eradicate Global Literacy.
The library is richly stocked with numerous books on general knowledge subjects and are available to the public.
Her idea is to have Mtito citizens read as they fetch water thus eradicating both water scarcity and illiteracy.
He has also commissioned both science and computer laboratories for Kyusyani Secondary School projects done through the County partnership with Safaricom Foundation, Addax, Oryx and Tsavo Trust.
 

Medtronic Labs, WHO foundation to work with Makueni in scaling up fight against NCDs

Medtronic Labs which has been piloting innovative digital health solutions to improve primary health care delivery for Non –communicable diseases (NCDs) on Monday paid a courtesy call to Governor Mutula Kilonzo Jr, giving brief on their NCD support programs- Afya Dumu and Afya Kijijini.
Medtronic Labs, WHO foundation will work with Makueni to scale up NCD care, strengthen digital documentation and reporting systems, resource mobilization, and provide technological support for the innovative digital health solution (SPICE) suite.
Emmanuel Capobianco from WHO Foundation assured of invigorating all existing NCD programs in the County in financing Primary Health Care on NCDs through Medtronic Labs. Medtronic Labs was represented by Dr. Jesse Njunguru, Head of program Operations-Africa and Urbanus Musyoki, Programs operations lead-Makueni.
Governor Mutula Kilonzo Jr said the phenomena causes deaths and disabilities which can be prevented by prioritizing early screening through increased outreach programs.
“Diabetes and hypertension is leading in the County. We must be able to explore ways of expanding specialist care for NCD clients which is mostly affecting the aged. We also need to have NCD corners established in our health facilities,” said Mutula
 

MBOONI SUB-COUNTY HOSPITAL RECEIVES MEDICAL EQUIPMENT WORTH KSH 1 MILLION FROM SAFARICOM FOUNDATION.

On Thursday, Makueni Deputy Governor Lucy Mulili received vital medical equipment valued at Ksh 1 million from the Safaricom Foundation, aimed at improving healthcare services at Mbooni Sub-County Hospital.

The donation, presented by Safaricom Foundation Chair Joe Ogutu, includes 9 ward beds, 2 room heaters, 2 baby cots, a delivery couch, a treatment trolley, a 50-seater tent, and 25 chairs. These items are intended to enhance the hospital’s capacity to provide quality healthcare to the local community.

Speaking during the handover, Deputy Governor Mulili highlighted the importance of strategic partnerships in resource mobilization, which align with the county’s vision and the implementation of the County Integrated Development Plan.

Safaricom Foundation Chair Joe Ogutu praised Makueni County for making effective use of previous donations and emphasized the foundation’s commitment to bringing impactful projects through strong partnerships with the county

Mbooni development tour

H.E. governor Mutula Kilonzo Jr on Monday evening completed a day long development tour of Kisau kiteta by visiting Mulima dam and addressing an open baraza at Kikima market in the neighboring Mbooni West .
In 2023/2024 FY, the county has set aside a budget for desilting and repairing water pipes in the Mulima dam to ensure enough water supply through the Mbooni Water and Sanitation Company (MBONWASCO).
In a stop over at Kikima, the governor took a walk around the shopping centre, having conversations with traders on some of their challenges they have been facing in the market.
He assured them of his government’s commitment for an enabling business environment.
Governor Mutula Kilonzo Jr was accompanied by Deputy Governor Lucy Mulili, CECMs, several MCAs led by Majority leader Kyalo Mumo among others.

MASONGALENI RESIDENTS TASTE ‘SWEET WATERS’ PURIFIED BY THE COUNTY GOVERNMENT AND WORLD BANK


Residents of Mukaange Sub-location in Masongaleni ward are enjoying the sweet taste of purified water desalinated through reverse osmosis courtesy of a joint effort by Makueni County Government and World Bank, through Financing Locally-Led Climate Action (FLLoCA) Program.

The county government drilled Kiambani borehole but the water was unfit for human consumption due to high salinity levels. 

Through the Climate Change Unit’s Participatory Climate Risk Assessment, the community allocated funds for purification of the saline water. After installation of a reverse osmosis treatment plant, residents can now enjoy safe quality water, ending many years of severe scarcity. 

Governor Mutula Kilonzo Jr and Principal Secretary for the State Department of ASALs and Regional Development Kello Harsama commissioned the project in an event attended by Kibwezi East MP Jessica Mbalu, MCAs: Brian Nzoka, Jades Kalunda, Harrison Mutie and Eric Katumo. 

Governor Mutula said his administration will in the next phase of the project allocate funds for distribution of this clean water to reach more households as part of the Last Mile Water Connectivity Program. The program targets to reduce distances to the nearest water point to 2 km. 

The project also entails an agricultural component to support local farmers with climate-smart agricultural practices and pasture as well as apiculture (50 beehives) in Muliluni forest to enhance biodiversity and support sustainable environmental practices


MARY MATHULI: MAKUENI CHICKEN QUEEN UNVEILS POULTRY FEED TO ENHANCE PRODUCTIVITY AND PROFITABILITY

Mary Mathuli, a poultry farmer in Muvau village has unveiled poultry feed dubbed ‘Mama Feeds’ to enhance chicken productivity and profitability.This major stride was made possible by the generous support of Seeds of Change through the Mission Grow project implemented by FIPS-Africa in partnership with the Government of Makueni County.

Through the partners’ efforts, Mama Feeds is now certified by KEBS to formulate and supply feeds.

The feed initiative is a breakthrough for the farmer at a time when many farmers are witnessing a decline in the number of chicken per household due to diseases and high cost of feeds.

Narrating her journey in poultry farming, Mathuli revealed that she started small with 10 indigenous birds which expanded to the current 3000 chicken.The farmer credits her prowess in farming to a 2014 training by Micro Enterprise Support programme Trust, an NGO promoting climate-smart agriculture.

She has also benefitted from various capacity building programs, courtesy of the Government of Makueni County and her partners such as Cereals Growers Association (CGA).

Mathuli, who doubles as a dairy farmer keeps fish, and grows maize and beans. She grows Azolla, an aquatic fern rich in protein which she uses as a supplementary feed for the chicken and fish.

The farmer uses her farm to train locals on enhanced agricultural production and she has mentored over 5000 farmers.In 2022, Mathuli’s farm attracted wider admiration when she hosted American philanthropist and world billionaire Bill Gates, adding to her fortune.

Makueni Livestock, Fisheries and Cooperative Development Chief Officer Dr. Victoria Kyallo who graced Mama Feeds Launch on Wednesday said that the government’s commitment to developing Mathuli’s poultry feed brand as a quality feed is intricately entrenched in the County Integrated Development Plan.

Kyallo reiterated the county’s commitment to make Makueni food secure by addressing the foundation challenges affecting poultry business and productivity.

Marking 16 days of Activism against Gender-Based Violence

On Tuesday, Gender, Children, Youth, Sports and Social Services Executive Nicholas Nzioka held a meeting with Harriette Chiggai, President advisor on women rights with their discussions centered on standing up against Gender-Based Violence in the County.

Chiggai was elated by structures put in place such safe house, operational Policare among others.
