MAKUENI COUNTY ARTS, CULTURE AND HERITAGE POLICY

This County Arts, Culture and Heritage policy is timely and addresses rich areas of our cultural and natural heritage that has been handed down from time immemorial. The policy presents the rich and vast endowments of the County in its cultural and natural heritage and outlines ways in which we can harness these for the socio-economic development of our people. We are convinced that working with partners such as the National Museums of Kenya (NMK) with whom we signed a memorandum of understanding recently, we will make progress in this endeavour.

GENDER POLICY

The policy provides direction on coordinating gender mainstreaming at both departmental levels of the County Government as well as the wider Makueni County by creating a framework for stakeholder engagement and strategic partnerships, gender policy prioritisation for recruitment, training, promotion, procurement opportunities, good governance and overall development.

FIREFIGHTING, EMERGENCIES AND DISASTER MANAGEMENT POLICY

Makueni County Government seeks to prioritize Disaster Risk Management as it also pursues citizen empowerment within its borders. To this end, Makueni County Government shall employ a bottom-up approach focusing on the village level for Disaster preparedness, response, recovery and rehabilitation programmes. Building capacities of people living in disaster prone areas and improvement of their capabilities in order to cope with all hazards is therefore a central and critical aspiration and intention of Makueni County Government.

PUBLIC PARTICIPATION POLICY

The policy focuses on the mechanisms or platforms through which the citizenry are involved and decisions reached in the context of governance. The need for public participation is stressed under article 10 of the Constitution which equally elevates it to a principle that “binds all State organs, State officers, Public officers and all persons whenever any of them–– applies or interprets this Constitution, enacts, applies or interprets any law, or makes or implements public policy decisions”.

The policy focus on key sectors for better results and also recognizes Youth employment creation as a growing challenge and also attempts to provoke other County Departments with the opportunity to restructure and realign their implementation, coordination and monitoring mechanisms for effective service delivery to the youth. Clearly, now, more than ever before, is the time to collectively nurture, horn and proactively redirect the enterprising efforts of the Youth into the productive base of the National and County economies for rapid socio-economic development.

The County has in this policy domesticated the cooperative legal framework to re-align it with County specific needs and circumstances of cooperative societies as a devolved function. The County Cooperative Policy embraces various strategies needed to make the County Cooperatives efficient, effective, and competitive.

ADVERTISEMENT OF COMMUNITY EXTENSION VOLUNTEERS

ADVERTISEMENT OF COMMUNITY EXTENSION VOLUNTEERS

The department of agriculture, irrigation, livestock and fisheries, in the implementation of Community Economic Empowerment through Enhanced Agricultural Extension Services seeks to recruit 240 Community Extension Volunteers (CEV) targeting four (4) volunteers from each Sub-Ward in Makueni County.  This Programme shall run for six (6) months and is renewable subject to availability of funds.

Tools of work will be provided and a volunteer stipend of Ksh. 4,500 per month will be paid. The programmes targets skilled youth, exemplary farmers with basic field training, and retired agricultural practioners.

Attach the above documents to your application letter and submit them to your sub-county administrator’s office in sealed envelope clearly indicating your sub-county, ward and sub-ward.

MAKUENI COUNTY

MAKUENI NOW A MEMBER OF OGP

Makueni has officially joined the Open Government Partnership (OGP)- a multilateral initiative that aims to secure concrete commitments from national and sub-national governments to promote open government, empower citizens, fight corruption and harness new technologies to strengthen governance.

In view of the above, the county government makes the following critical Co-creation Plans:

✓ The County Government plans to enhance transparency on company ownership through disclosure of information on beneficial ownership as one of its key anti-corruption measures.

✓ Further, GMC plans to implement phase III of open contracting data standards that will include project monitoring and evaluation. This gives an opportunity to the community to interact with projects/programs and provide timely feedback for action and improvement. Consequently, this will lead to value for money on all projects/programs and sustainability thereof.

✓ In addition, as part of its fiscal openness and in order to enhance transparency, GMC has put measures in place to publish final audit and public service performance reports. Going forward, the government plans to encourage the public to interrogate the reports during our open forums. We are also working on providing geographical information of all county projects.
