GOVERNOR MUTULA KILONZO JNR COMMISSIONS A HIGH MAST FLOODLIGHT AND STREET LIGHTS AT KISAYANI MARKET.

Governor Mutula Kilonzo Jnr commissions a high mast floodlight and street lights at Kisayani Market in an endeavor to promote trade and security, during a development tour of Kikumbulyu North.

This initiative is part of a broader market lighting program by the Department of Infrastructure, Transport, Public Works, Housing and Energy which has already benefitted Makindu and Kikima markets

The Governor assured that more market lighting projects will be rolled out across the county to create secure trading areas and foster economic growth.

GOVERNOR MUTULA JR MAKES CABINET APPOINTMENTS

Today marked a key milestone in the formation of the Government of Makueni County, with the presentation to the County Assembly nominees to the County Executive Committee.
Pursuant to the County Governments Act 2020, the names were early today submitted to the Speaker of the County Assembly in preparation for vetting. The team also recruited a County Attorney who will serve as the legal advisor to the Executive and the Assembly as well.
The selection panel took into account areas of expertise, experience, gender balance and regional representation across Makueni County.
In his speech at the County Assembly on Tuesday, H.E the Governor urged the Assembly to expedite the vetting so that the team can embark on the business of serving the people of Makueni. At the moment, the County is faced with the dire need for famine relief and drinking water, occasioned by the prolonged drought.
Immediately the Supplementary budget is approved, emergency food supplies, water and certified seeds will be provided for an estimated 50,000 households across the most affected areas in Makueni. The incoming team has their work cut out.

GOVERNOR MUTULA JR LAUNCHES 100 DAYS RAPID RESULTS INITIATIVE TO ENHANCE OWN-SOURCE REVENUE FOR IMPROVED SERVICE DELIVERY

Governor Mutula Kilonzo Jr on Thursday launched a 100-day Rapid Results Initiative aimed at enhancing own-source revenue for improved service delivery. 

The County , through the Department of Finance, Planning, Budget and Revenue is targeting to raise Sh 1.24 billion by the financial year closing on June 30th, 2024 through rigorous sensitization efforts. 

According to the governor, this exercise will include auto and unified billing where individual bills can be paid in one invoice to maximize revenue while reducing government enforcement stress on taxpayers.

“The unified billing provides an opportunity for the charges of two or more utility services to be cumulated in a single invoice…… All invoices will be issued digitally through SMS and payments can also be made using mobile phones,” said Mutula Jr.

Furthermore, Kilonzo Jr emphasized that the government has embraced a cashless payment regime as part of its effort to minimize corruption risks, instill customer confidence and enhance accountability. 

Deputy Governor Lucy Mulili who also graced the event urged all business sector players to faithfully pay their revenues for better services.

In addition, Finance and Revenue Executive Damaris Kavoi announced that liquor licenses would now be registered online, making services accessible faster and cost-friendly for citizens.

During this initiative’s duration of 100 days, county officials plan on reaching out to citizens with new revenue payment service information ensuring strict adherence is maintained.

The business community present during the launch promised compliance as well as support towards achieving the ambitious targets set forth by the County Government.

GOVERNOR MUTULA JOINS MASONGALENI FAITHFUL IN CELEBRATING NEW CLERGY.

There were celebrations at Kavatini Catholic Parish in Masongaleni as Governor Mutula Kilonzo Jr. joined hundreds of faithful for a vibrant thanksgiving mass honoring newly ordained priests, Christopher Kimanthi and deacons Paul Kikoi and Paul Ngundo.

Addressing the congregation, Governor Mutula praised the trio’s unwavering commitment to serving the community through faith.

The Governor also called on the national government to fulfill its constitutional obligation by equitably disbursing resources to counties. He emphasized that development must go hand in hand with service, citing Masongaleni as home to one of the county’s biggest water projects.

Governor Mutula reaffirmed his administration’s commitment to solving water scarcity in the region—his top development priority.

Father in charge, Gerald Matolo, encouraged the priests to remain steadfast in their mission.

The event was graced by key county leaders including Devolution ECM, Nicholas Nzioka, area MCA, Brian Nzoka and his Thange counterpart, Eric Katumo among others.

Governor Mutula Jnr. meets CoG

Governor Mutula Kilonzo Jnr digs into co-operation between Counties and the national Government for better service delivery
Makueni Governor Mutula Kilonzo Jnr who is also the Council of Governors (COG) Legal, Constitutional Affairs, and Intergovernmental Relations Committee chair on Friday chaired his first meeting at the COG Delta House offices in Nairobi.
The meeting discussions were centered on issues affecting County Governments, establishing frameworks that allow for consultations and also co-operation between counties and the national government.
After deliberations, the committee unanimously agreed on the following resolutions:
1. The committee to fast track the Intergovernmental Relations (AMENDMENT) BILL, 2021-a Bill for AN ACT of Parliament to amend the Intergovernmental Relations Act to streamline the procedure for the transfer and delegation of powers, functions, and competencies between the two levels of government and for connected purposes.
2. They will hold a consultative meeting with critical offices in January 2023, such as the ODPP to deliberate on the prosecution of cases emanating from County laws, the office of the Chief Justice to discuss on utilization of fines and fees emanating from County Laws, pay a courtesy call to the Speakers and leaders of the majority of both houses and with the Attorney General aiming at strengthening Intergovernmental relations between parliament and the County Governments as well as fast-track the enactment of the IGR (Amendment) Bill
The to-be January meeting also targets the County Assemblies Forum (CAF) to create a synergy between the 47 county assemblies and Executives.
3. The COG to support County Governments on the institutionalization of the office of the County Attorney.
The meeting was also attended by various County attorneys.

GOVERNOR MUTULA ISSUES KSHS. 9 MILLION IN GRANTS TO BOOST LOCAL SACCOS OPERATIONS.

Nine SACCOs from various wards in Makueni County have received Kshs. 9 million in grants from Governor Mutula Kilonzo Jr under the National Agricultural Value Chain Development Project (NAVCDP).

The grants will help the SACCOs establish office operations and improve financial management through proper bookkeeping.

NAVCDP, funded by the World Bank, will support small-scale farmers involved in the mango, apiary, dairy, poultry, and tomato value chains, to transition from production to market access.

On Wednesday, Governor Mutula Kilonzo Jr. issued the grants and also inaugurated 30 Community-Driven Development Committees (CDDCs).

The committees are designed to foster improved governance and strengthen community participation in local development initiatives.

The governor also distributed ten motorcycles to agricultural extension officers, to ease their mobility for effective service delivery to farmers.

Governor Mutula reiterated his administration’s commitment to support farmers in the county, to access good markets for their produce.

The event was also graced by CECMs Joyce Mutua and Damaris Kavoi, (Agriculture and Finance), Deputy Speaker Francis Mulwa, Majority Leader Kisungi Wa Katete, Area MCA Elizabeth Kawembe, other 15 MCAs and National and County government officials.

GOVERNOR MUTULA ISSUES 179 ALLOTMENT LETTERS TO KIKIMA PLOT OWNERS

Governor Mutula Kilozno Jr has issued letters of allotment to 179 plot owners of Kikima town, Mbooni Sub-county, in an endeavor to improve security of land tenure.

This is geared towards solving land ownership wrangles which have plagued the county for years, slowing down development.

The county government has prioritized resolution of all these disputes by collaborating with the National Ministry for Lands in planning and titling 157 parcels in Emali, 349 parcels in Kibwezi, and 410 parcels in Makindu. Allotment letters for 104 parcels in Nunguni town, Kaiti, are also ready for issuance.

According to the Lands Executive Committee Member Nicholas Nzioka, the county government is working closely with the National Land Commission to fast-track adjudication and issuance of title deeds in all pending settlement schemes and sections, namely Ngai, Mang’elete, Muthingiini, Ngaindethya, Kyamuoso, Kiboko A&C, Utithi, and Kathyaka.

The county government is also running land clinics where residents are helped to fill affidavits and prosecute estate succession for faster processing of title deeds.

Governor Mutula Inks Partnership Deal with Christian Aid

Governor Mutula Kilonzo Jnr on Wednesday inked a working partnership with Christian Aid Kenya to enhance Climate Justice, Food Security, Health and Nutrition

The Christian Aid team, led by Country DirectorJanet Ngombalu, also visted Kaiti Kwa Kitungu the newly constructed sand dam to witness some of the innovative climate adaption actions the county is employing.

The signing was witnessed by Deputy Governor Lucy Mulili, Executive Committee Member for Environment and Climate Change Dr Sonia Nzilani and Chief Officer Japheth Kiminza.

Governor Mutula inaugurates Water Board, warns Land cartels

Governor Mutula Kilonzo Jnr on Thursday presided over the swearing-in of Makueni Rural Water Board members to manage all rural water schemes.
The board has been tasked with overseeing the running and management of all rural water service providers which are not managed by water companies.
Governor Mutula said good governance remains one of the biggest challenges to universal water access even where adequate water systems exist.
He said his administration is committed to ensuring all residents of Makueni have access to potable water not more than 2 kilometers from their homes.
Separately, the governor has pledged to crash all the cartels standing in the way of land ownership by making titling a difficult affair.
Speaking Thursday during the swearing-in of the Makueni County Physical and Land Use Liaison Committee, Governor Mutula said it is time to change how things are done to make validation of land ownership easy.
“Land cartels must fall! We can’t stick on the old ways of doing things while our people are suffering,” said the governor.
The functions of the committee include: Hearing and determining complaints and claims; Hearing appeals against decisions made by the planning authority; and advising the county executive on broad physical and Land Use planning policies.
